yep i watched that movie several time, one of my favorites, the FBI and local law enforcement in a turf war. the FBI had to take the gloves off but eventually found the bodys buried in the new dam, there was a worst scene where they were going to castrate, one of the locals, who then gave info to the FBI ,also made it look like a local was giving info to the FBI. and ran a scam which the local then helped the FBI the best i can remember,,, back then they hardly needed a HOME LAND SECURITY . i guess u saw the whole movie? but they eventually let Gene Hackman take off the gloves to get results, if u did not see it, hackman had a thing kinda for the guy in the barbershop chairs wife...i think it was the mayor, who was also involved in killing the northern students that came down to mississippi, the FBI found him , he commited suicide by hanging hisself..
my Guard unit got activated by the govenor, during the selma march, and then federalized by kennedy,,,, that was years before i was in it, but the ones that were in the guard then that stayed in for a retirement, had lots of stories on things that happened, while they were activated, take care

I have seen the movie several times too, and I had to think of it because of the flood in Iowa.
In the end of the movie Frances McDormand (the woman you refer to) told Gene Hackman not to phone her from Des Moines.

ok, there just in the movie seemed to be a tad of chemistry between them, i knew they did not hook up,, take care
