Congress passes new Iraq war funds approval

WASHINGTON (Reuters) - The U.S. Senate on Thursday approved $161.8 billion in new funds to continue fighting the wars in Iraq and Afghanistan for the next year, without timetables for withdrawing combat troops.

The House of Representatives passed an identical bill last week. President George W. Bush is expected to promptly sign the measure into law once he receives it from Congress.

CBS/AP) It was a picture-perfect moment, made for the TV cameras, in which a military leader stood before heroes and heroines to declare a victory which seemed to come easier than anyone dared hope, in a conflict which was opposed by many friends and foes alike.

May 1 marks the fifth anniversary of President George W. Bush's "Mission Accomplished" speech, as heralded by a giant banner strung across the deck of the USS Abraham Lincoln.

After shifting explanations, the White House eventually said the "Mission Accomplished" phrase referred to the carrier's crew completing their 10-month mission, not the military completing its mission in Iraq.

"President Bush is well aware that the banner should have been much more specific and said 'mission accomplished' for these sailors who are on this ship on their mission," White House press secretary Dana Perino said Wednesday. "And we have certainly paid a price for not being more specific on that banner. And I recognize that the media is going to play this up again tomorrow, as they do every single year."

After being landed on the deck of the carrier in an S-3B Viking 30 miles off the coast San Diego (Ari Fleischer said the president "could have helicoptered," but "he wanted to see a landing the way aviators see a landing"), Mr. Bush appeared in a flight suit to the cheers of the ship's personnel and the glare of television lights.

Later, he stood at a podium against a patriotic backdrop reading "Mission Accomplished."

To the assembled audience and the world, Mr. Bush said, "Admiral Kelly, Captain Card, officers and sailors of the USS Abraham Lincoln, my fellow Americans: Major combat operations in Iraq have ended. In the Battle of Iraq, the United States and our allies have prevailed. And now our coalition is engaged in securing and reconstructing that country.

"In this battle, we have fought for the cause of liberty, and for the peace of the world. Our nation and our coalition are proud of this accomplishment - yet it is you, the members of the United States military, who achieved it. Your courage - your willingness to face danger for your country and for each other - made this day possible. Because of you, our nation is more secure. Because of you, the tyrant has fallen, and Iraq is free.

"Tonight, I have a special word for Secretary Rumsfeld, for General Franks, and for all the men and women who wear the uniform of the United States: America is grateful for a job well done."

Five years after that speech, after the meaning of the phrase "mission accomplished" and when is a job truly "done" has been endlessly parsed, and after responsibility for creating and hanging the sign was first denied and later accepted, the White House said Wednesday that President Bush has paid a price for the banner, with its affirmative message becoming a target of mockery and a symbol of U.S. misjudgments and mistakes in the long and costly war - a war in which major combat operations are still being waged.

The president himself didn't exactly say the words "mission accomplished," but that point often gets lost in the feelings over the continuing war, reports CBS News senior White House correspondent Bill Plante.

But while the White House distanced itself from the message soon after the event, Mr. Bush was not averse to repeating it. Speaking to troops in Camp As Sayliyah in Qatar the following month, Mr. Bush said, "America sent you on a mission to remove a grave threat and to liberate an oppressed people, and that mission has been accomplished."

Now in its sixth year, the war in Iraq has claimed the lives of at least 4,058 members of the U.S. military - 3,924 of whom have died since Mr. Bush landed on the deck of the USS Abraham Lincoln. Tens of thousands of Iraqis have been killed (the true number may never be known, since the Iraqi government does not record tallies of the dead), and millions have been displaced from their homes. And there are currently more U.S. troops in Iraq than there were when the U.S. invaded with a contingent of other coalition forces.

There were intimations within Mr. Bush's speech, not excerpted and repeated as often, that the administration knew it was not about to wash its hands of Iraq any time soon. "The transition from dictatorship to democracy will take time, but it is worth every effort," Mr. Bush said. "Our coalition will stay until our work is done. Then we will leave, and we will leave behind a free Iraq."

Mr. Bush, in a speech early this month, repeated the hopeful sentiment stated that day, that "while this war is difficult, it is not endless."

That message may have special meaning for the crew of the USS Abraham Lincoln, on which their commander-in-chief declared "Mission Accomplished" five long years ago. Their ship has just begun duty in the Persian Gulf, within striking distance of the coast of Iran.

this war may end up destroying the world..
before us yes, there were the indian nations, we stoled this land,, and we are only the guardians of this land, God owns it~ are we going down in this era as conquers/a land of dictator? i hope not~

one more point I had to laugh at this...

I thought Bush was a pilot,aviator~ would'n't he have seen this if he had been?

come on dont be so serious, when I was in the army basic training,in a class rooms for some training, we had to stand till, the drill sergent said " READY-- SEATS, , then we sang out that all 150 men shouting it, then we sat down,, that was in 1971

trust me u dont want to know what echo company sang, lol , i was in bravo company. but i know echos well to, it was funny , but dirty,

I thought Bush was a pilot,aviator~ would'n't he have seen this if he had been?

get ur head out of the sand, bush flew training jets in texas, the air national guard would not land on an aircraft carrier ,, that is a navy pilot with tons of training,, that does that, u would make no soldier..lol. i saw all that on tv i thought it was neat, nite

Are you kiddimg? In Cuba, where there is no free speech allowed, she couldn't shanghai innocent convo sites like this one and turn it into a blog-site for every Bush-basher who comes down the pike. Whoever taught this woman how to ccp needs to be beaten to death with a crowbar.

as an american SSC ,and moon i have the right to voice my thoughts, as do many millions of americans~and they are believe me ..

you can sit by and pretend all is good here, but i prefer to do something about it` i love this country that is why.you love something u nuture it,not encourage what has happened the last eight years, what if some one had not protested slavery,or womens right to vote, among other things, do u think that would be ok? or tell them to move to Cuba? hah thanks for the advice,I suggest you and moon take off the blinders..
I will continue to work here and hopefully those who agree will also.. change is coming i hope for the best, I don't know if McCain/Obama are the ones to do it.. I pray whoever gets prez will improve the status of our country..and bring back what once was Pride, and unitedness..(<is that a word) lol


anyway, it is good to be able to be free, but we are paying a price, and bit by bit are freedoms are being taken, lets not let freedom of voice be another ,,our privacy one has already been taken..

You, as always, have missed the point. Instead of ccp'ing these long blog posts that require us to scroll endlessly to the next post, why not (courteously) post the url for the article? I would never attempt to speak for Tyler, but if you were to continue to take up so much of my site space with your endless, repetitive blog-crap, I would delete them on sight. Show some courtesy towards others. You hate GW and he is an evil monster; we got it. PLEASE, post YOUR opinions and refrain from burying us with the opinions of others.

I have already contacted Tyler with your complaint, and i will respectfully refrain if so asked, but i sugest that applies to us all~ not just me, i am not the only one who Copies and pastes.. I believe some of those were from the new york times, cbs ,aol the scotsman,and other news informants
you have the freedom to not read it..

ps and i hate no one, Not even Bush..

Without a explanation, rhyme or reason to click a link, no, I will not click it to take me to another site, your link was one such as that when I made that statement. Posting a video or picture to appear on the forum when that is all you want to do is show it to them, yes, its much more convenient for everyone to post it on the forum itself.

interesting reading :)I think stricter gun laws should be enforced, but i don't think taking away all guns will solve anything~ I have three guns one for protection one for hunting, which i don't do anymore and one antique 410

yep well aint nobody taking away any guns and never willl ,if i am correct, the supreme court has made it so now previously un armed washington dc can have handguns, but i will admit i just heard it in passing on the radio and i have not read on it,

lol i saw that coming she did not even have it tight on her shoulder, my nephews and bro in law got 3 swat 12 gauge shot guns with pistol grips and no butt stock,it has a vented barrel end that is made to blow off lock on doors, but i write this after seeing this vid, i shot one at the lake some, and man that hand grip 12 gage shooting high brass, killed my thumb as i have some arthristis in it.. they also got 3 ak-47s but they are made in romainia, and not up to the quality of the russian one, but they do shoot good.. we have a good place for target practice at the lake, only reason they have then is some guy they do business with in construction, has a dealers licence and just give them the weapons, free,,,

well it would be sad, but if u think , its totally true which is no reflection on anything other than the american ppl would think mcCain would probably stronger in the defense of the nation, i dont think the terrorist are dumb enough to do anything in america befroe an election, i do think they will stir the pot in iraq as much as possible as the elecion grows closer, which also makes sense,
