(CNN) -- The birth of a child fathered by a 13-year-old boy has sparked an uproar in Britain.

British Conservative party leader David Cameron has expressed his dismay over the case.

Alfie Patten, who was only 12 when the baby was conceived with his girlfriend, Chantelle Steadman, 15, was first pictured on the front of Friday's tabloid Sun newspaper with his daughter, Maisie Roxanne, after her birth Monday.

He told the newspaper that he thought "it would be good to have a baby."

"I didn't think about how we would afford it. I don't really get pocket money. My dad sometimes gives me £10. When my mum found out, I thought I was going to get in trouble. We wanted to have the baby but were worried about how people would react. I didn't know what it would be like to be a dad. I will be good, though, and care for it."

Chantelle, meanwhile, said, "I'm tired after the birth. I was nervous after going into labor, but otherwise I was quite excited."

She later told the Sun that they wanted to "prove to everyone" that they could give Maisie a "great future" and said both of them planned to stay in school.

The Sun reported that police had investigated but said they were not going to prosecute, as it was "not in anyone's interests."

Conservative party leader David Cameron told the British Press Association that parenthood should not be something the teenagers should even have been contemplating.

Former Conservative party leader Iain Duncan Smith, who runs the Centre for Social Justice think tank, told PA that the birth highlighted another case of "broken Britain" where "anything goes."

"It's not being accusative; it's about pointing out the complete collapse in some parts of society of any sense of what's right and wrong.

"There is no opprobrium any more about behavior, and quite often, children witness behavior that's aggressive, violent, rude and sexual. It's as if no one is saying this is wrong."

Prime Minister Gordon Brown said "all of us would want to avoid teenage pregnancies," PA reported.

Tony Kerridge, of the sexual health specialist Marie Stopes International, told PA that children needed better education.

"We have got the social aspect of young girls in the UK seeing having a baby as a route to getting their own place," he said.

London's The Times newspaper reported Saturday that in the past decade, more than 40 other boys younger than 14 had fathered children.

The UK has the highest teenage pregnancy rate in Western Europe: 385 girls under the age of 14 became pregnant between 1998 and 2007.

No I don't think it is the parents fault, as parents we can only instill a set of values in children, how much they absorb is on them.

I disagree~it is our fault ,we do not instill the values we were taught

( I see much difference in,our kids, and grandkids it is parents, and both working, also entertainment as games,

You will not tie kids down with games unless they are video games, the WI, X-box Play station , and texting on phones , times have changed , not saying morals have but with sex-ed in school, and parenting at home you can only get so much thru a kid , the rest is on them.

yes! morals have changed, canU honestly say they haven't?

we need to stress rules, get our kids involved in other things, outside physical games..

Yes it is our fault~~

It would be great if it was as simple as outside games, but with the infulence of television, videos, and music there is very slim chance to guide children in reverse, times have changed and parents have to adjust and regroup in order to encourage children to act in a positive manner.

i know it happens here, but i think these 2 sentences are a lot of the problem, it makes parents job alot harder when u live in a country with laws and rules like this,,

Pubescents Battle Over Who Fathered Teen's Baby
Monday , February 16, 2009
www.foxnews.com

At least three teens are claiming to be the father of a baby girl born to a 15-year-old, after one of them was reported to be the youngest father in Britain.

Alfie Patten, 13, was first reported to be the father of Chantelle Steadman's week-old daughter Maisie, and didn't doubt he was until now, the U.K.'s Telegraph newspaper reported.

"Now that is in his mind and I'm not happy," his mother Nicola Patten, 43, told the newspaper. "I don't know where they get this from. I mean, that's my son, that's his baby."

Alfie, then 12, and Chantelle routinely were allowed to share a bed, but others, including 14-year-old Tyler Barker and 16-year-old Richard Goodsell, also claim they had sex with the girl.

"I slept with Chantelle in her bed about nine months ago and I'm really worried I could be the father," Barker told The Telegraph.

Max Clifford, a publicist representing Alfie and his family, said they've decided a DNA test is the best way to resolve the paternity issue.

"It is inevitable there are going to be doubts, particularly with the number of boys who've come forward claiming to have had sex with Chantelle," Clifford told the paper.

Chantelle and her family insist Alfie is the only boyfriend she had, and that the other boys are lying, The Telegraph reported.
