Diplomats from 111 nations formally adopted a landmark treaty banning cluster bombs on Friday after futile calls for participation by the weapons' biggest makers and users, particularly the United States.



U.N. Secretary-General Ban Ki-moon urged every nation in the world to sign the painstakingly negotiated pact "without delay."

Twelve days of negotiations ended after diplomats from scores of nations delivered speeches embracing the accord. It requires signatories not to use cluster bombs, to destroy existing stockpiles within eight years, and to fund programs that clear old battlefields of dud bombs.

However, the talks did not involve the biggest makers and users of cluster bombs: the United States, Russia, China, Israel, India and Pakistan. And the pact leaves the door open for new types that could pick targets more precisely and contain self-destruct technology.

Participants plan to sign the treaty in the Norwegian capital Oslo in December. It would go into effect in mid-2009.

Norwegian Deputy Defense Minister Espen Barth Eide, whose nation launched the negotiations in February 2007, said he was confident that the treaty would discourage the United States, Russia, China, Israel and other proponents of cluster bombs to use the weapons again.

"The reality is that states do care about not only the legality of their actions, but also the perceived legitimacy and appropriateness of their actions," he said.

But Washington this week dismissed the prospect that the treaty would alter U.S. policy. State Department spokesman Tom Casey said the United States remained committed to United Nations-sponsored talks that seek voluntary codes of "best practice" among leading makers of cluster bombs. These talks, also involving Russia and China, are not considering a ban.


Cluster bombs have been used in conflicts worldwide, from Vietnam to Iraq, to crush enemy forces by laying a carpet of dozens to hundreds of explosions with a single bomb, shell or rocket.

Their devastating impact on the battlefield often comes at a terrible cost to civilians (!)afterward,s including farmers who strike unexploded "bomblets" in their fields or children who mistake the objects for playthings.

If the countries being threatened/attacked by the United States, Russia, China, Israel, India and Pakistan would simply do what they are told to do immediately, we wouldn't need cluster bombs. That's right, Mays! The United States, Russia, China, Israel, India and Pakistan are KINGS OF THE WORLD and you are our thralls! OBEY! SUBMIT! OBEY!

Just quick observation if I may - That word "Thrall" reminds me of a Star Trek episode "The Gamesters of Triskelion"

Kirk, Uhura and Chekov are kidnapped by aliens and forced to fight other aliens so that a mentally superior race can gamble on the winner. They are trained by what is called "Drill Thralls". Kirk's drill Thrall is the blue-haired Shahna (Angelique Pettyjohn), which by the way, for a little star trek trivia, after her appearance on star trek she became a porn star.

Well u know those really huge bombs rather than cluster bomlets, some clusters even armor piercing,and some used on landing strips, , well like i said using a really huge bomb instead, ppl will just after its over fall in that big ass hole in the ground,and break a leg, oh type in google MOAB . think its a kinda new fuel air bomb that took the place of the daisy cutter, this one is a guided bomb, where the daisy cutter was not,

Actually, Mr. T, I was thinking of John Lovitz's devil character on SNL. Star Trek had several wimmins I would have been thrilled to make a clip with.

Yeah Moon, Kirk was one lucky dude, it was kinky with all those aliens thou, but they were all strangely enough, good looking!

listen to the comentary, this is educational. and why the russians thought they needed it near the end, and especially when they compair it to how much explosive were used in WWII

I just watched that rosoc, interesting video indeed. YouTube is an excellent source for news bits, and has a lot of that type documentary footage.

My curiosity finally got the best of me and I clicked that link here in Mays post, and much to my surprise it was a Star Trek video titled "No More Trek! - Star Trek Enterprise Commercial".

I had no idea. Well Mays, I guess my timing is off but thanks for the thought in reference to my Star Trek oriented post. :)

After our convo about Star Trek, Borg, etc. I decided to look for more info on Species 8472 and it seems they have three legs Laughing
I never noticed that before.

Oh wow I never seen that either, hummm, thats something maybe they never actually showed but it's a written fact. I think much of Star Treks facts are only documented written from the story facts, and never really incorporated into the film, so perhaps thats the case with the Borgs 3 legs..Cluster bombs 762134
